Is Chicago Really THAT Corrupt.....WTF?

I know, I know. Fox news can't really be taken seriously, but this story is incredible.

Chicago, you need to seriously review how your police department is run. Luckily this kid just wanted to be a police officer. What would have happened if his intentions were not so pure?
